Filled him up with gravel and sand in order weigh him down to withstand high winds. We live in a high-rise which requires safety precautions so he doesn't fly off the balcony. With Rocks he's easy to move to scare away the pidgeons. Would prefer to hang but the hook is too small; would fear in high wind it would break and fall to injur someone below.
